Red face I'm getting just 10th part of promised speed

Hi, I'm new user in this forum. I saw here some discussion. I think you guys can help me..

My problem started from mid of July.

At first my Nokia Siemense Type 2 modem(model: Residential router 1600) got it's firmware tampered with BSNL's self care software. I got that repaired from local exchange.

The day I got it back I got a download speed of 200Kbps(Band width~1600 kbps).

From the next day till now I didn't got a speed above 20kbps.

I noticed the details of my connection and it looked like this:

    Physical Adress : 00-1B-B9-64-29-A6
    IP Adress : 169.254.110.130
    Subnet Mask : 255.255.110.130
    Default Gateway :<Blank>
    DNS Server :<Blank>
    WINS Server :<Blank>

    And some times I got

    Server ip adress: 117.201.96.1
    Client ip adress : 117.201.101.132

And from then I cannot even access my routers default IP <192.168.1.1>

YET I ONLY GOT A DOWNLOAD SPEED OF JUST 20 Kbps

    Please Help.........

    More details:
    Plan: BBG FN Combo 500

    1. Reset your modem and reconfigure.

    2. Try this guide and check

    1. Reset your modem using a refill. There will be a small reset button on the rear side of your router. Press and hold it for sometime when the modem is ON. Please note that resetting your modem will set settings to factory default and you need to configure again to connect to internet.

    2. Start > Run > cmd > ipconfig/all, post the screen shot.

    3. Download any file from Microsoft and check the speed. Go to speedtest.net, perform a test and post the " forum link ".

    4. Post your SNR and attenuation values.

    It's a off topic
    but I like to know
@rakes from where did you get your Desktop wallpaper, I like to set that wallpaper on my computer. Can you tell me from where I will get that wallpaper.

and said by meetdilip, you reset your modem and then check the IP address of your LAN card. The IP currently you are getting it's a Microsoft default IP address but not from your Modem, so it is assume that your modem does not set in DHCP.

I actually obtain my wallpapers from my friends. Try searching wallpapers by Images.google.com with topic "Desktop wallpapers". Or Email me at <rakeshbute@gmail.com>....

However, I didn't found the residential router 1600's resetting pin/switch...... I have to go to my friend's home to reset that by that address "192.168.1.1".....

    It was previously accesible.......

    Arrow See the attachments

I did trying the settings.... But a question is arising in my mind....

Can it be it's BSNL's own problem?

Because. I went to my friends house, that has been served by the asansol exchange... I accessed the adress 192.168.1.1 from there....
But I cannot access from my connection...

I can access My routers default IP from my friend's connection but not from my own connection. Did they drifted my LAN through that IP forcefully???

I have tried connecting 192.168.1.1 but an error occurs

What will be the best option
1> Reset the modem with the help of my friends connection...
    2> Complain to BSNL
3> Change this connection and get some other brand
    4> Try formatting the computer
