I have my download snr betw 4-10 everytime and upload snr betw 15-20.
I was earlier using 500C NU and was getting 230+ constant speed. Just now i have shifted to 750 UL and now getting shaggy speeds(sometimes).

you will get what you want
Obviously there will be a speed downgrade when shifting to UL 750. It gives a maximum of 64 KBps where as the speed for Home 500 is 240 KBps. It will take some time to get used to it.
Download any file from Microsoft and report your speed here.

actually my download is speed is fine 60-64 kbps. but when i upload a file to a file hosting website or attachment , i get only 2-4 kbps whereas i can get at the same time abt 20-30 kbps in torrent seeding
I think your speed is ok. Some file hosting websites are slow due to high traffic.
