Default Good Line Stats But Low Broadband Speed.

When my tenant approached me regarding a new broadband connection I recommended him BSNL broadband as I have been using it since October, 2007, and getting good download speeds. He applied for a new phone connection which was provided in a day thereafter application for provision of broadband service which was made and the same is also provided after 3 days i.e. on the 1 st of September, 2010. Broadband plan opted is BBG FN COMBO 500(500 C).

After the broadband TTA(installation person) came and installed we checked the speed on speedtest.net and speedtest for tripleplay customers on dataone.in we found that download speed is only 512 kilo bits per second. And informed the broadband TTA, he said that use it and raise a complaint with a local number but even after a week he is getting around 512 kilo bits per second or around 60 Kilo Bytes Per Second.

His line stats are as follows:-

SNR margin downstream 39.0db 28.0 db
    Line attenuation 9.0db 8.0 db
Down stream data rate 1996kbps 383kbps

Only one telephone after the splitter. All connections are ok. Selfcare portal is showing that plan is BBG FN COMBO 500.

What might be wrong? Your help is needed?

    1. Check upstream and downstream data rate. Make sure it is not set too low.

    2. Disable firewall/antivirus and try.

    3. Are you sure the plan you got is 500 C ? Check under post paid orders and confirm.

    4. Try TCP/IP optimizer from speedguide.net and check.

    5. Did you tried any download from Microsoft ? If not, please give it a try and report the speed.

    1. Me also in BBG FN COMBO 500 plan and down and up stream data rates are similar to me and line stats are far more superior to me. So, I expected a bit of more speed over what I get.

    2. Actually, before a request for broadband connection he requested me to reformat the system, I formatted and installed a fresh copy of windows xp sp2 and other updates and installed avast home edition and comodo firewall and download other softwares like firefox, dotnet frameworks and other things in my home and his system got download speeds around 200 Kilo Bytes per Second. So, I think somewhere at the bsnl's end speed is throttled.

    3. We were just brought under cdr based billing system and registered at selfcare portal and checked with the selfcare portal and it is showing that plan given to him is BBG FN COMBO 500.

    4. Tried TCP/IP optimizer. But, no use.

    5. Downloaded a file of reasonable size(around 40 mb) from filehippo.com and tested the speed. But, it is around 50~60 Kilo Bytes per Second.

Complain to Senior Divisional Engineer (SDE) and seek help. It seems you have already tried other options. Ask them to refresh the port at exchange. May be the data cap is applied there.

Complained through 1500, 198, all india toll free no.180..., and at through website and went to office and followed with two persons don't know their designations and the complaint status is still open and moreover intimated to the broadband TTA who visited the house after the complaint is lodged to see whether there is any cap at the dslam port and he replied there is no such thing. Seems that he is not aware of it. Will also try to talk to SDE in a day or two.

Won't leave until the speed is shown to me.

After strong follow-up with local exchange people, J.E., and A.E. I did not see any improvement in the situation. So, today went to G.M. office to bring the matter to his kind notice and he was on a camp, his secretary attended and took a note of the problem and enquired his subordinates and they said we already looked into it and is beyond their purview. He assured that the matter will be brought to the notice of the G.M. and ask him to pursue with the higher authorities and see that I get the plan speed in 2 or 3 days.
