Why you think that you are getting 4 Mbps speed?
What is your download speed now?

The speed you are getting it is really good for you, if you are sure that it is the 4Mbps speed. In 4Mbps speed you can download a file with 412KBps to 450KBps.
But what you are saying this is not possible that after changing the Line giving you the 4Mbps speed.
You are getting 4Mbps because your BSNL account set to wrong speed policy. Plan policy and speed policy is different.
This is happen because maybe you complain to BSNL that you are not getting good speed or somthing elce and then a BSNL agent who has the access to admin portal cheacking your policy and wrongly set to 4MBps speed policy.
Enjoy your speed and dont tell or complain to BSNL about it.
