Post dataoneBSNL speeds very low in Kerala?.good speeds at early morning5AM-8AM or So

I'm Frustrated with the speed almost to the level of dial up speeds with dataone H500 plan from past few days.but speeds are good(1.5mbps+) on early morning times.
Can Anyone Share Tollfree for Kerala to complain?

I saw this thread also shares the Same Issue:

Here's My Speedtest Results pinging Mumbai server(from Cochin):

Good Speeds! But, In Reality I am facing very slow speeds ~10kbps like speeds in browser.May be that Most Sites are Hosted in EU&US?

But, When I tried Speedtest with a US Server, The Test was extreme slow and Failed to Complete after few seconds
Think BSNL NIB is Surely Facing Connectivity issues.

No.It is not a End Users Problem. When I can get 1.78mbps or so Speeds within India tests ,it is not issues with MTU etc etc which causes low speeds.it is the problem with NIB/BSNL.
I have old BSNL Dataone Connection with IPs 59.x.x.x .I was thinking, ki If I may move on to NIB-II Which has 117.x.x.x IPs.?

^^ If I were you, I will stick on with the NIB I network only. Too much of hazzles with the new network (I think so, I may be wrong too). But these guys are not tinkering any further with the old NIB I network. So we are actually on the safer side.

Is there any e-mail address of bsnl kerala/ernakulam region broadband heads to whom I can forward My Complaint? 12678 is supposed to be the complaint registration phone number;but it never worked IIRC.

thanks cool_techie_tvm.I have noticed that this is a routing problem with VSNL Server Located at Chennai. But Surprisingly, this problem is not faced from 7.30AM-9AM or So.I was downloading a 150MB File and it was very slow speeds 3-8kbps only in the early morning time.but, after 7.30AM ,the Speeds increased to 221kbps which means are they capping bandwidth for US/EU Sites? :S

They have been doing this for sometime. According to a reliable source, almost half of the ACs are off-line during the free time. By 7:30, the routing is restored normally. Hence the difference in speeds ..
