Check whether you can get a NEW Rural500 plan from this month.
After you get it surrender Rural 250 connection.

There is no Rule that you should apply latest by 25th of each month for plan change/s.

Complain to Nodal officer and /or Appellate authority. ID and phone no on the backside of your bill. Call them and seek help. They are bluffing. May be they are too lazy to change it this month. You may also try speaking to the JTO.

explaining your problem. give this thread link also.
is plan change is only made in 1st of every month, ?
Depending of the circle it can be done any day, but most users
who change from Limited to unlimited presume,
that the plan is changed immediately after they apply ,
resulting in download of excess data usage,
during the transition period, resulting in a hefty broadband Bill !

Plan change necessarily happen on first of every month. It normally happens in the first week of the month. To change a plan, you need to apply in the previous month. Check this to get an idea how it works with BSNL
