Thread: Need help/advice on HUAWEI_UMG1831

Hi,
New to this forum (and also new to BSNL)
Planning to buy HUAWEI_UMG1831 (to use with BSNL)
My questions:
1. Can I buy unlocked modem ?
2. Is it 'legal' ?

The reason for unlocked modem is a)Cheaper by 50%, BSNL wants 7000/- for 21 mbps modem
b)Can switch ISP's, don't want to get stuck with non-performing ISP

Any inputs will be greatly appreciated,
