I have registered for new Broadband connection 4 month back with BSNL. till now I haven't get it.. their saying some stories every time when i ask. what should i do to get the connection. or prefer some good wireless Broadband service with reasonable price for unlimited download.I am from (Neelangarai) Chennai.

Try BSNL 3G. There is a plan unlimited speed for Rs. 4,200 with a validity of 6 months. So in effect you can get away with Rs. 700 per month.

Regarding the wired connection, check with the SDE of your circle. Also try talking to Nodal officer or Appellate authority. ID and phone no. on the backside of your bill.

what instrument i have to get for 3G and cost?

You can use a BSNL SIM and an USB modem. Check this link
