Am planning to move BSNL from Airtel as they have lot of hidden charges.
They have mentioned unlimited on their link, does that mean there is no download / upload limit?

I am using UL 750 which gives 512 Kbps unlimited without any FUP. It costs Rs. 750 per month. You can get a 20% discount if the connection is in name of a govt. employee.
Please mention your budget, speed expected and bandwidth usage to give better suggestion. I am not a fan of BSNL in case of ping. BSNL is not recommended for online gaming. Still I have played Counter Strike from my connection.

Currently i have Airtel 1Mbps Plan with datatransfer limit to 15GB thereafter 256Kbps with unlimited which cost me around Rs 1200 (Anually Rs.14400)
For me 512Kbps is more than enough, but i like to have unilimited data transfer with stable connection. Few of my friends told me BSNL doesn't have stable connectivity.
I am quite happy with connection. Other than some singular incidents, I never felt anything bad about the stability or down time of the connection. I am getting 60 - 70 KBps while downloading from good servers and an upload speed of 40 - 50 KBps on multiple torrents.

It is going to depend entirely on where you live and the age and condition of the cabling. Remember that BSNL goes way back, but Airtel is much younger.
BSNL was ok in my previous home: in my current home it was poor and got worse. We called up Airtel the minute we found their guys laying cable in our street, and have been happy ever since.
To be fair to BSNL, they are now building a new exchange and have laid new cable here --- but I wasn't going to wait a couple of couple of years!
Customer service, technical: BSNL call handlers' script says "somebody will call you within 24 hours." They don't. Airtel have a guy at your house, sometimes the same day. No comparison.
Customer service billing, etc: BSNL can be quite human and approachable. Airtel is a bit of a corporate monster.
