Since you send the request for change of Tariff plan, it is difficult to show WHEN you applied for the plan change.
No confirmation is sent online./sms or email by BSNL.

In my case I applied ONline for a NEW connection and It was
registered on same day 15th Nov 2010, and actual connection was given on Dec 3rd ( I did not get any receipt ), when I enquired in Person at CC Dept. in Nov end .

Anyway you can check the details in your usage portal.
BSNL Portal with 14 digit Portal Id and PW as password.
( to be Obtained from the Broadband section/your Exchange )
or you may have to register in self care page depending on your Location.

If you can show that download was done during 02AM to 08AM, data usage.during this period MAY be waived.
You should have noticed that there was no improvement in speed and taken precaution to confirm whether plan change effected or not.

The fault is yours, and complaint that they did NOT change from
U/L to 500C will go against you.

It will be hard to prove that BSNL is wrong. Better talk to the accounts officer and seek some discount. Explain him your problem and request some consideration as the bill amount is huge. Call the customer care and ask for his no.
