Unhappy Cannot receive WOL packets from WAN

my router is set for always on connection. i hv also done port forwarding for udp port 9 to server ip 192.168.1.1. i turned off both kaspersky n windows firewall. (i dont hv any other antivirus)
im sending wol from depicus [dot] com/wake-on-lan/woli.aspx
but the wol sniffer doesnt detect any packet.

when wol is sent locally, the sniffer detects the packets, which means wol is working from lan, but not from internet.

    mention your modem/model/make/number.
    Check"Access Control" menu page.
