If you are already in ULD 1350, and the speed is just 2 Mbps, you can talk to the SDE and ask him to lift the cap. Call customer care and ask for his no. It will be better if you can pay a visit to the local exchange and talk to him.

I am no expert, but this may help
    ---

From : Name, Telephone no., Address

To : Sub Divisional Engineer, Exchange address

    Dear Sir,

I am currently using ULD 1350 plan. But I never got the actual 4 Mbps speed. My speed is very low and is usually around ____. My SNR and Attenuation values are ____ . I am still in my FUP limit, and is robbed of the speed I should get. It will be nice if you can look into the matter.

    Yours Faithfully

A written complaint with receipt to Nodal officer and /or Appellate authority may help. Make a print out of tariff page and add it to your attachments. Address, ID and phone no on the backside of your bill. Once you do this, they are obliged to give you a written reply no matter it is positive or negative. In the mean time, call them and explain your problem.

Take the tariff page print out to those who informed you and seek explanation. If they still back off, you can ask them to give it in writing.

If nothing happens, then apply to downgrade the plan to 750 UL mentioning that due to lack of speed upgrades in higher end plans you are downgrading your plan. Anyway, 600 rs for 20 gb is wasted anyway - you can do that in 5 days with 512kbps easily.

6 months now and still 2mbps
    Mention modem/router model used.
do a speed test here 3 or 4 or five diffferent times )
My Broadband Speed - Broadband Speed Tester

    post one result.
Make another complaint to ONline BSNl site.
give website link. Graph picture if possible.

Switch to another 2 Mbps plan for a month if no change by month end. Home 750 speed 512Kbps is satisfactory .
( No fair usage policy or download limit)

SO GET A SCREENSHOT AS MENTIONED BELOW AND GIVE IT TO YOUR CONCERNED SDE/SDO AND SPEED CAPACITY WILL BE EXTENDED FOR YOUR PHONE NUMBER.
    Try FTP

    Start
    Run
    ftp 218.248.255.137
    username:bsnlftp
    pass:bsnlftp
    type hash and press enter.
then type get test8.zip or test2.zip
and you will see #### such signs downloading.
At the end you will see total bytes, total time and speed in kbps. This will help you.
    In Short

    Start
    Run
    ftp 218.248.255.137
    username:bsnlftp
    pass:bsnlftp
    hash
    get test8.zip

when i did this it showed password error. i tried this using 218.248.255.162 & get test1.zip, nothing downloaded but few seconds later it showed the total bytes, time & speed in kbps. is this a valid test?

Though i have 4MBps plan tests showing speed ~200kbps.

    Default FTP procedure changed

    FTP server - 218.248.255.137
    user name- bsnl123
    pass -bsnl123
they type bin and press enter
    type hash and press enter
then to see the available files type dir.

then to download the files type mget *.*
so one by one you will be asked to download all file, type N/n if you dont want to download that file.

Actually i am getting error right now for DIR command so i am posting only some details in the screenshot.
