Even my bandwidth is still 2 Mbps. I'm not getting the 4 Mbps bandwidth.

Take few speed readings. Post the graph picture at tinypic.com.

SDE stands for Sub Divisional Engineer. Earlier the maximum speed was 2 Mbps. It seems they have set some speed cap of 2 Mbps that time. They haven't still lifted it. When this 4 Mbps plan was launched many users were complaining that they are not getting 4 Mbps. They contacted the exchange and got the cap lifted. I think it is the same case here. Call customer care and ask for SDE's no. Talk to him and seek assistance.

BSNL SERVERS ARE UPDATED FROM FIRST DAY OF ARRIVAL OF NEW PLANS. NO FAULT FROM BANGALORE SERVER. ITS FROM YOUR CONCERNED EXCHANGE.
WE HAVE ALREADY GIVEN SAME PLAN AND CHECKED BELOW FTP TEST AND GOT DOWNLOAD SPEED SPEED 424KBPS.
SO GET A SCREENSHOT AS MENTIONED BELOW AND GIVE IT TO YOUR CONCERNED SDE/SDO AND SPEED CAPACITY WILL BE EXTENDED FOR YOUR PHONE NUMBER.
    Try FTP

    Start
    Run
    ftp 218.248.255.137
    username:bsnlftp
    pass:bsnlftp
    type hash and press enter.
then type get test8.zip or test2.zip
and you will see #### such signs downloading.
At the end you will see total bytes, total time and speed in kbps. This will help you.
    In Short

    Start
    Run
    ftp 218.248.255.137
    username:bsnlftp
    pass:bsnlftp

After typing hash and pressing enter

    type dir and press enter
so you will be displayed different files like test1.zip, test2.zip etc, try those files.
And tell your city. It might be different server for different region. So, i will try to find different ftp server address if there is any. Because most of the time, even while typing this post i am downloading from FTP, i never get errors. It supports windows 7 also.

Same problem. Chennai. ( Tamil Nadu )
    Windows 7 professional edition.

Anyway this speed test is only to the server at BSNL direct.
and not reliable for distant web sites.

Check here ( remote U.K )and get a graph record of speed.
