    Unhappy Charged for download between 2AM to 8AM in Combo 500 Plan

    Hi,

    I reside at Bangalore and I am using BSNL Combo 500 plan(Night 2an-8am Unlimited and Day time usage is 1.5GB).

    Recently I found that my download during the time 2AM-8AM has been charged. I put uTorrent scheduler(download starts only by 2AM and ends at 8AM) and went to sleep by 9pm. I am sure that NO download happened till 2am. But BSNL has charged the entire download.

    How can I rectify this problem.? Whom should be contacted? Any help please.

    According to latest reports, BSNL has started counting usage between 2.00 am and 8.00 am. From your post, we can assume that it is not fully functional. Take a print out of your usage and show it to the SDE of your exchange. Normally it is believed that BSNL will break up usage at 2.00 am automatically. From your usage details screen shot, you can show that there is no breaking at 2.00 am and hence you are over charged. All depends on your negotiation skill. If you are not good at it, go with someone who is good at this.

    By the way, this download is for the month of Feb. I will be getting the bill only by March end. If I show the print out and prove my negotiation skills, is there a possibility to get back the download that was done during the 2-8AM time. Or do I need to wait till I get the bill and proceed after that.?

    or on top Summary page ?
    What is the figure now?
    If you usage portal is selfcare.sdc
    please post screen shot as annexure here.
    11th Feb to 16th Feb 2011
    You may get average d/l 1034798/24hours= 43117 KB x 6= approx 260 MB as NU !
    Presume rest of the days NU column shows 0 KB
    or a similar average download clearly shown during NU block ( say 600 MB) and shown as 0 KB.

    Para two:
    Download shaplus or Networx to check usage for day and NU
    and if data tallies with BSNL meter, may help at a future date.

    First of all thanks for your replies.

    I met the CRO(Customer Relations Officer) and found that BSNL has added the BlackListed Days by TRAI(valentine's day, new year day etc) from this year. Till last year, sms were free in BSNL on these days. But from this year they have decided to charge. Somehow even Broadband got added to it which the CRO and BSNL people are unaware of.

    So I can a written complaint to the CRO and it will be escalated to higher officials. Quite a few such complaints have come itseems.

    Hi,

    As BSNL charged for all downloads on 14th Feb 2011, I wonder if anyone else faced similar situation.? And any idea of how to proceed further. I have given a written complaint. How will my charges be revoked.?

    for broadband users there is no "Black List'
    14th Feb is just a coincidence in your case.

    REVISED:
    1035MB total 10 1/2/ hours Average d/l 98MB/hour
    Approx 490 MB can/may be calculated as chargeable download. (09-02AM)
    Balance 540 MB FREE.(02AM-0730AM)

    Or check your download Manager and verify the ACTUAL D/L
    betweeen 13/02 0900PM and 14/02 0730 AM.

    Thanks for your help. Actually my downloaded started only by 2am as I had scheduled the download.
    I met the CRO again today.. They gave me five days that are blacklisted days by TRAI
    1) New yr eve
    2) Christmas
    3) Valentines
    and two more. This is the reason I got it charged it seems. I tried my best but she didnot understand and finally I came back.

    Is there any way to escalate or something like that.? Some higher official to whom I can email or take the case.??

    There are no such black listed days. They are playing prank on you. May be too lazy to attend the issue. Did you by any chance went by 3 - 3.30 pm. May be they are planning to go home early.

    Try talking to the Sub Divisional Engineer (SDE). Call customer care and ask for his no. Try to convince him about the details.

    If nothing works, try a written complaint to Nodal officer and/or Appellate authority. ID and phone no. on the backside of your bill. Also try to visit the BSNL office and talk to the Accounts Officer.

    Golden rule : Never trust any one in BSNL customer care.

    Thanks a lot for sharing me the details. Unfortunately I went by 430 and was there till 5pm. She went in search of some document sent having the blacklisted days and but could not find that. So I believed that it is true. Anyways will get back to them and post the details.

    By the my bill has come and 27th is the last date. So what to do with my bill.? I have to pay the amount in the bill right.? Will they deduct the amount in the next bill.?

    You should get some response. Wait for 2 or 3 days.
    You may get a Phone call from Accounts section regarding bill.

    Get the circular ref number and date, saying you want to pursue the matter further ( about black days etc only for cellphone users) ).


    If you pay , adjustment is not automatic, and again you have to make visits to Accounts Section, give application etc.

    There is a small surcharge 0f 2% . for payment made after due date. ( Min Rs 10/=) See back page of your telephone bill.

    I think it is better to pay. Otherwise, they may disconnect the connection. Then it is a head ache to get it back. Depends on the nature of the person at exchange. Try talking to them and get a solution before the bill date. I had to pay excess amount due a billing issue. They deducted the amount in the next bill.

    Master circular from TRAI not needed.
    No mention of broadband users any where !

    Chennai Telephones-Blackout Days for SMS and Voice Calls
    In keeping with the guidelines issued by TRAI regarding 'Black out days' on which free or concessional Voice Calls/SMS offered by it under any plan/package including discounted scheme are not available to mobile customers of BSNL, BSNL has proposed the following five days as 'Blackout days'....



    Take a print out and show to your A.O.

    usually a reminder is made by BSNl on phone.
    next out going calls are blocked.
    You hear voice message to contact exchange
    then only the phone is disconnected.
    Para two`:
    I found the A.O making his own interpretation of rules !
    I was refused outright purchase of modem (FAQ45) when I claimed 50% discount in rental paid. and adjustment of security deposit., saying since I disconnected the service I cannot buy/own the modem !
    Finally , it took lot of arguments , and visits to A.O and after 4 months, my Security deposit for modem is being adjusted Next month. ( The dealing assistant was helpful/ & of understanding nature .)
    ( I disconnected BB for 6 months and reconnected ).

    And the way the computer is programmed, leaves much to be desired..
    My house adddress in their records
    is incorrect and recorded years BACK . Nobody changes it.
    Anyway I get the bills in correct address. !!!
