    black hat wrold . com

Where as all other people are able to use that very easily (airel etc)

    What is the issue?

I had tried Hide My Ass! Free Proxy and Privacy Tools - Surf The Web Anonymously

I think there is some problem with bsnl.
See, torrentz.com earlier used to open nicely. Now, also it opens, but at times, it doesn't open with the message " Your IP has been banned, for the abuse of server". And after one or two refresh, it works again.
    Don't happen always, but sometimes.

I am having this problem after i changed the plan.

Earlier, with UL 950 plan everything was working fine.

When I shifted to Combo 1350 plan, selected sites dont open.

    To name a few :-

    indianrail.gov.in
    trainenquiry.com

and recently thinkdigit.com, after it shifted to new servers last week.

Many more US based sites too don't open. Many suggested DNS setting changes, which don't work either.

I use proxy sites like hidemyass or some firefox proxy extensions which work but it's no fun.

Try Opera Turbo. I use it for such sites. Works fine in my experience.

    I am in orissa.
    Ip block is 117.xxxx

What i come to know through various resources is that BSNL security is pretty weak so many site disables complete ip blocks and which leads to many legit users experience hampered.

OK. So, there may be problem with that set of IP addresses.
Just like here, we have IP 218.XX and every time we try to download anything with rapidshare, it says you are already downloading a file. Whereas, it never happens with any other filesahring site.
So, I suppose there may be a problem with how some sites read the communication.
