    1. Mention modem - model and make

    2. How do you connect modem to PC ? USB cable or Ethernet cable ?

    3. Which mode do you use

PPPoE / Always ON - ID and password stored in modem. Can start net by simply switching ON the modem.

Bridge / Dialer mode - ID and password entered in the dialer. You need to click on " Connect " in the dialer to connect to net.

    This may help

    Error 651

Error 651 with PPPoE connections in Windows 7 | Windows Reference

According to the second link, it will work fine on XP.

If using USB mode, switch to ethernet mode and check.

Try PPPoE and check. This way, dialing will take place inside the modem and net will be detected as LAN.

i only received this error 651 once using windows 7 bridge mode & then tried pppoe mode which also gave error after trying with 2 different modems including bsnl's c2110 modem with both LAN & USB mode.this problem was solved only after calling bsnl.it seems like this error is caused by some kind of software switch off at exchange because after calling the bsnl person my problem was gone within 2 minutes.to be exact in modem's log you can see the error as "unable to find dns server etc' in pppoe mode if your modem has logging capability & it is a problem at bsnl's end.

If you're using ppoe mode then change to bridge.

Go to DSL router (192.168.1.1) find WAN set up and check if you are using bridge mode.
