It is better to get it done by BSNL people.
May be the modem power adapter is faulty. Also check splitter and ethernet cables by replacing with a spare. Try a friend's modem at your place and you can then confirm if it is a wiring problem or something to do with your modem. If modem is faulty, ask for a replacement (worked for me).
