According to BSNL website, the maximum upload speed of any plan is 768 Kbps. Try checking with the SDE of your exchange regarding the upload speed. May be he can help.

Ask your Exchange Broadband section to change the port for
    4Mbps connection.

Upload speed should be according to rules around 450-500 kBps and after FUP 50-60 kBps

only download speed is affected with FUP not the upload speed , upload speed is
always same 40 to 50 KBps average

I was having UL 1350 plan earlier, but I changed to 750 for the same speed i.e. 512 and unlimited download. Not I have changed the plan to 4mbps till 8gb and after that 256kbps. I am getting good speed till 8gb but after that it is horrible speed...so thinking if i hv made a mistake by changing to 4mbps plan..

4 Mbps plans are for those who use it mainly for browsing. If you need more bandwidth, better switch to Home 500 or UL plans.

not every 4Mbps plan r good bt bbg combo uld 1350(4 Mbps upto 20GB, 512 Kbps thereafter) is a good plan whr u can browse satisfactorily and also u cn download unlimitedly even after FUP is reached with a descend speed of 60KBps

in my opinion bbg uld 1350 is not worth its current price.you get 20gb at 4mbps but after that it is same as 750 plan with 512kbps.at 4mbps you can download 20gb in ~15 hours while it will took 5 days to download 20gb at 512kbps so basically you are paying 600 extra for 4 days or in terms of data usage 600 for extra 18gb in one month which is not much compared to download of 120GB per month possible with a 512kbps unlimited plan.simply put you pay 80% extra(600/750)for 15% extra data(18/120).

my BBG Combo ULD 1000 plan gives me 1.70/.70 dw/up speed
but I wanted higher upload speed.
Should I go for BBG Combo ULD 1350?

15 minute of HD video takes over one hour to upload
sometime it get aborted say at 90% (unknown error, this is when I browse picture etc while upload is on)

    thanks

all bsnl plans above 256kbps provide same upload speed which is ~512kbps or 64KBps which will take 1 hour to upload 200mb file.in india it is very difficult to get a 1mbps upload plan.i think reliance(wired) & tata(wired/wimax not sure) provide 1mbps upload speed on their broadband plans(not 3g) having 1mbps or more download speed but they are available in relatively few areas & are also costlier compared to bsnl.

Using Cyberboy's form above, some peed test were carried out by the BSNL staff and it sys my upload speed is fine or even more than than it should be.

They say upload speed is generally 1/4 of Download speed (MAX. limit 100kB/s)

some of speed testers they used are
My Broadband Speed - Broadband Speed Tester
    speed.io - Internet DSL Speedtest
