Congrats. on the new OS installation.
    (a)
    Please provide the modem/model/make number.
Check under Statistics/ ADSL data and report SNR ATTN D/L and U/L.
    (b)
Recheck speed here : test twice. ( can have a history record in graph mode )

    (c)
confirm speed was Ok earlier with XP Sp3.

One thing you all note that Operating System has nothing to do with slow internet speed, it doesnt matter whether its pirated genuine or whatever other than those two terms unless....

you have malwares spywares which are downloading data or you have torrents hidden in your system tray and they are downloading some content which you are not aware...

anyways apart from the humor part .... there might be a problem with your line as well ... check the Attenuation value

Attenuation means disturbance or loss of signal due to poor line conditions(there are can be other conditions as well ) so naturally it would affect the speed of your internet.....

Check the SNR value as well it should be greater than 20.0 for good browsing speeds but it can vary as well depending on the condition of the physical medium which is running from the exchange to your home...

SNR is the signal to noise meaning there by greater the SNR value the more speed you get (till your maximum bandwidth i.e.)...

The above two terms can be improved by checking your line i.e. from your home telephone to the Distribution Point (DP) ... if there cuts then just simple remover the carbon over them if there is any or just simple buy a new fiber cable(warning its a bit costly)... and then notice

If all this fails then the main telephone exchange is the culprit....

    all the best
