Line conditions seems to be excellent. What is the speed you are getting ?
Disable firewall/antivirus and check.
Download any file from Microsoft and check the speed.
This may help

@axel
How you measured this speed ? Which web site / bandwidth meter used ?http 10 kBps
In the old thread you reported all normal.
@cooldoc
but while browsing pages take ages to opensame query. presume you checked in a speedtest website like speedtest.net etc.browser(http) download speed is 50-75 KBps.
@essbebe
I checked on speedtest.net. I got 504kbps dl & 446kbps ul speed.
As i wrote above my browsing speeds were slow but somehow torrents were showing good speeds. The problem got solved on closing multiple tabs in chrome.
