BSNL has launched many new plans check out in their website. 900/- per month 4 MBPS upto 8 gb and 256 kbps beyond 8gb with 400 free calls.
Home 500 is the only viable bsnl plan if you want to download a lot of stuff. This is pretty pathetic since the cost of this plan or the usage limit or the "night unlimited" duration hasn't changed in the last 2 yrs.
There a ton of new garbage plans to fool people though.
2 Mbps completely unlimited is Rs 8000 - this is just ridiculous.
Airtel is only slightly better in terms of outages and packet loss (especially in the rainy season), but airtel uses slower routing and gives typically higher latencies to foreign countries (sometimes 30-50ms or more discrepancy).
Reliance in India is awful since very few places even have it.
cable internet in india is a mess and not reliable.
3g/wifi/wireless internet is INHERENTLY terrible, unreliable and lossy and most importantly ridiculously expensive. Yet there is too much media hype about it and uninformed/gullible consumers fooled by this.
Instead of improving internet infrastructure with deeper optic fibre backbone lines and maybe even coax-cable cable internet; India govt is wasting time with stupid things like 3g.
Sadly right now the best thing to do is to use bsnl home 500 and a 2nd plan from airtel or some other isp for daytime usage and schedule downloads for night time.

ULD 1350 is overpriced for the speed. Usually u get around 1mbps.
This means youtube and audio streams will frequently get stuck on buffering for a long time.
Home 500 is def better.

too some extent ULD 1350 (4 Mbps upto 20 GB, 512 Kbps beyond 20 GB) is overpriced if u compare it with beam fiber or other ISPs in foreign countries(BT, verizon, e.t.c)
but its the only plan whr u can fullfil ur desire of browsing the net ( including online video streaming) smoothly with the 4Mbps speed till 20Gb along side u cn also download with speed of 512Kbps if FUP is reached

Not a BSNL employee but know one officer there... And I was told that there are NO plans in the pipeline as of now.
