Default IS my broadband speed ok or I've been taken for a ride?

I'm having BB UL 750 plan for my home.[ modem: SIEMENS C2110] Recently I tested the speed on speedtest.net and the result is:
    avg download speed: 0.22 Mb/s
    avg upload speed: 0.26 Mb/s
    avg Ping: 182 ms

Is the speed test normal for my connection?
And if not, could somebody suggest me what to do to increase the speed?

    Thanks.

try application tcp/ip optimizer from speedguide.net.
Use optimal values. Keep slider at about 700 Kbps/1 Mbps position.
    Recheck speed twice..

My results now home 750 Chennai . Beetel110BXI LAN mode Windows 7Pro.

As suggested by 'essbebe' I tried TCP Optimizer in my windows XP.
The slider was kept at 2.5 Mbps/2,500 kbps position.
But the result was not satisfactory.

    Speed before TCP Optimizer:[mybroadbandspeed.co.uk]
    download: 173 kbps (21.6 kB/s)
    upload: 331 kbps (41.4 kB/s)

    Speed after TCP Optimizer
    1st test
    download : 532 kbps (66.5 kB/s)
    upload : 338 kbps (42.3 kB/s)

    2nd test
    download:202 kbps (25.3 kB/s)
    upload: 327 kbps ( 40.9 kB/s)

    3rd test
    download: 157 kbps(19.6 kB/s)
    upload: 320 kbps (40 kB/s)

    4th test
    download: 308 kbps(38.5 kB/s)
    upload: 335 kbps(41.8 kB/s)

Should I go configuring DNS or what? Please help!

Not suggested by me to keep the slider in this position for Home 750 plan, where the max speed is 512 Kbps.

    Oops! that was a blunder.
Perhaps my greed for speed got the better of me.

I tried TCPOptimizer again at Connection speed of 1Mbps(1000 kbps).
    Initial speedtest result @mybroadbandspeed.co.uk -

    download: 516 kbps (64.5 kB/s)
    upload : 370 kbps (46.3 kB/s)

But after sometimes the speed has dropped again to lower level

    download : 284 kbps (35.5kB/s)
    upload : 299 kbps (37.4kB/s)

Are these results normal for my connection, now?

Besides this I tried the open DNS settings also.

Anyway thanks a lot guys for your help.
    keep up the good work.

a famous song from rajesh khanna movie:"dil ko dekho chehra naa dekho...(see the heart not the face).all these speed test results are just like the face but the thing which matters is the actual download speed you get in torrents/download manager i.e.heart.my speedtest results for 2mbps 500 plan have given me results varying from .4mbps to 2.4mbps but as long as i am getting my ~216KBps speed from 2-8AM nothing else matters.

P.S.btw just to clear the misconception,DNS settings only affect your ping times/opening of webpages not the download speed.

Well I tried almost everything suggested by the forum members,
TCPOptimizer, DNS settings, etc. But the speedtest does not seem to improve any further.
    download speed ~ 200 kbps
    upload speed ~ 300 kbps

whitestar_999 mentioned about download speed in torrents/ download manager. Neither any good here, only ~30 kB/s download.
'dil' and 'chehra' both are 'kala' in my case.

Check this link for more information
and get FW upgrade done by BSNL if required.
and if possible post as screen shot connection status page.

    thanks for the info bro.
the last few days the connection speed hasn't been good.I have no idea why and how.
as of now the torrent download ranges from 50 kB/s to 60 kB/s and once in a while 70 kB/s. but the speedtest shows only about 15 kB/s download.unreliable speedtest, no idea why.
perhaps we should not expect much from BSNL, that's the best mediocre service they could provide I think.
    thanks a lot guys anyway.
