access your modem to do this .. type 192.168.1.1 in your browser and put username and password of your modem, you will see different status .. just make a screnshot and show it

Make sure all connections come after splitter. Follow this diagram

Bypass the splitter, connect the line directly to the modem and check.

    2.
Also whether you are using any adsl modem supplied by BSNL or your own ? Give details as above.
    3.
    Follow diagram given by @meetdilip
    or check this picture.

    4. Confirm internet connection is normal without adding the WIFI router.

your downstream line rate is VERY SLOW, can u show statistics and the SNR margin with line attenuation ?

your attenuation in the downstream is the culprit of frequent DC, about 50 decibel of signals are attenuated , so the Signal to noise ration is very low, it must be above 15 to get steady ADSL line

hang up your telephone set and check whether the dial tone is with noise or its clear,

ask line man to clear the noise and make a complaint with a note " Noisy line"

there is no problem in the modem, fault is in the phone line , u dnt need to do anything in the modem

actually the packets are sent over some tones through the line and this is called signal , when there is noise in the line the signals doenst receive in the target point which is the telephone exchange , this phenomenon of reducing signal while propagating through a wire is called attenuation , its like resistance ,

SNR ( signal to noise ratio) is a factor of signal divided by noise , so if its high means there is good signal strenght ...

from my various experiment and experiences i can say that minimun 12 of SNR is required for steady DSL ,

higher values will give good attainable rate and line rate , even a fraction of SNR rise makes the line steady , so try , good luck ...
