i have been using bsnl broadband for the past 3 years.In the initial two months i got a a bill of 6000 due to excessive usage (i used 250 plan back then)....i want to know if that bill can be settled with samadhan scheme(i am also a current user of combo 500 plan)
i am asking because in the terms and conditions these two points are confusing and contradictory:
iii. Plan chosen under relief scheme shall be applicable only for all the disputed bills and the future committed period. No past undisputed bill shall be settled through this scheme.

iv. Any hitherto regretted case & disconnected for non-payment, which could have been settled on the basis of options of this concession scheme may also be considered for settlement under the scheme, if the customer makes an appeal.
i dont know wat does this "hitherto regretted case" means?
