    Yup i know but the attainable rate varies a lot and it sometimes goes below the data rate as well.
    But look at the status which essbebe has posted it shows data rate of 2048 Kbps(not the attainable rate) but thr mentioned plan is Home UL 750 and it offers 512 Kbps Download speed.

    Me too on UL 750, my line rate is 1999 Kbps downstream and 838 upstream.

    That means it doesn't depend upon the synchronization speed rather according to the plan chosen.

    Don't bother about theory. I have seen similar cases like yours and feel that a talk with SDE will help you. Give it a try.

    Appears 2 Mbps is the default d/l speed set by BSNL. and 768 Kbps U/L.
    Users opting for higher speeds have complained here , that they were not getting higher speeds,

    you have advised them successfully .
    To contact Bsnl tech staff to change port.
    How they connect a higher speed and then change it
    to lower speed ( when FUP limit reached ) is beyond our concern.

    For instance when i got the connection for first 15 days the speed was 2 Mbps, free download for any plan )and got reduced to 512 Kbps
    automatically.

    Some modems dont' show two entries. "synched" and Rate.
    Lucky :queries about rest of the columns in the ADSl page are not raised by members so far.
    ( One member reported negative Power and that was explained )

    I talked to the SDE and he said 512 Kbps is the maximum upload speed for any plans set since the ULD plans have been introduced though some of the users are still getting around 768 Kbps still now.I think they are not updating their site.

    Take a print out the page in BSNL site, show it him. Tell him you will write to the Nodal officer if he is not ready to attend the issue. If he still won't budge,

    Wait for a week and if still no response,

    A written complaint (with acknowledgement) to Nodal officer and / or Appellate authority may help. ID, phone no. and address behind your bill. Call them and seek help.

    I am changing from ULD1000 to UL1350 from next month (Sept.2011) at 4mbps upto 20GB and thenafter at 512 speed.

    I was once told by the BSNL man upload speed is generally 1/4 of the download speed but never more than 100 kbps even for higher speed plans

    right now i have crossed my usage limit i.e. 15GB and speedmetert shows 311kBps download and 582KBps upload (speedtest .32mbps dwn & .67mbps up).

    right now I can't even watch any yourtube video (it stops even at 240p) also, everything else also slow as if I am on dial-up internet speed and this happen everytime I cross my limit) to upload 300MB (14mins) video it takes about 175 min i.e. about 3 hours and netwox shows av. transfer rate 36.3kbps

    From BSNL site

    For Broadband plans where bandwidth is 1Mbps or more, the uplinking will be maximum upto 768 kbps
    Source : Bharat Sanchar Nigam Ltd.

    It must be 311 Kbps (not KBps, Google /search this site for difference) which is good for your post FUP speed. I used to let the video buffer when I used have a 256 Kbps connection. Leave it for buffering for sometime and then watch.

    I am now on BB UL1350

    spped now show (Various testers)
    DOWN 1.71Mbps, 1714 kBps, 1.66Mbps
    UP .70Mbps, 610KBps

    Download speed almost remains same as plan upto 2mbps (UL1000)
    my present plan is upto 4mbps speed.
    Download speed should have been at least 2.5mbps

    Also, upload speed did not change either. been testing from Sept 1
