BSNL does not give a FIXED STATIC IP addresss to Home users.

first of all you can't.second as i mentioned before in another thread it is the bsnl inefficient international routing which is responsible for high pings so as long as you are using bsnl network(broadband,3g,wifi)it will all be the same.
Switch to Airtel or some private operators if you are too much worried about the ping.
You can never get this here

This is two different things.
117.199.160.1 is the gateway out of BSNL's network (WAN to you) and this is up to them to set and determine. You might be able to change it, but to what? And would your chosen gateway accept your traffic? Best left well alone.
192.168.1.1 is your router's address on your LAN. This is entirely up to you to determine --- as long as you know the basics of TCP/IP you can change it if you want. It is one of those things where, if you needed to, you'd know you needed to and why
"Other default gateways" ---
There is no such thing as a "default" gateway except the one that you define. If you change your router's LAN address, then, if you use DHCP, the DHCP should propogate that address as "deafult" to your PCs on your LAN. You are still defining it, just indirectly.
192.168.0.0 addresses will only work on LANS. See Private Address Space.

To be honest, all I remember, day-to-day is what is needed to connect stuff up and make it work. Anything else, I have to get the text book out. Then I have to go the web, because my TCP/IP textbook is so old it doesn't even include private address space, let alone the internet

IBF is surely a great idea. Admin started it when broadband was in its beginning stage. Really admire his vision. I learned many things here, still learning.
