My torrent download is @ 52 kbps
But speed test show My internet speed is 70.3 kbps


my bsnl broadband plan is home 750 UL

Torrent speed depended on many other factors. Most important is number of seeders. Try downloading those torrents which are perfectly healthy.

Me too on UL 750, 52 KBps (not Kbps) is a good speed on torrents. Speed test is known to give inaccurate results. You can get better speeds on direct links but it has its own drawbacks. Remember, no matter what you do, you will not get nothing more than 512 Kbps (64 KBps).
