Default How to limit bandwidth from wireless router

In our flat, one of my flatmate continuously uses torrent to download stuffs which makes even browsing difficult for rest of us. Is there a way so that I can limit his bandwidth?
I use ethernet to use net as i don't have a wireless card on my PC & he has a laptop.
I have BSNL broadband connection of 512KBps UL. The router is of Nokia Siemens.
Also i noticed one thing that when i go to address
192.168.1.1/wireless/advanced , I see an option of limiting transmit power from 100% to 20%. Will this be of any help.
I don't have much technical knowledge about these stuffs so please help me out with your suggestions.

Thanks. Can you please explain or give a screen shot ? Me too using IDM, never seen any option to limit / control speed. Also even if it is possible, won't it be limited to your PC ? Is there are any method to control other instances running on network PCs ?

I was working on this query since a long time. Mostly you need to get this done at router level. I am not sure if BSNL supplied routers have this function. Or you may need to flash the firmware to an open source one like Tomato ( Tomato Firmware | polarcloud.com ). Another option is to install a bandwidth meter on both PCs and share the bill according to the usage.

    1. You may have to block usage for particular laptop/Mac address
using Parental control or Ip filtering menu items.
( check whether available in your unit under Advanced Options ) )
2.Restrict usage of Internet say between 1000PM &-0700 AM. or disable wifi mode after 1000PM . ( call a meeting of other affected users!!!)
