Yes, You can get BB Home Combo UL 625 in Kerala. Tariff, terms and conditions same as mentioned here

All BSNL plans are available all over India. I think there is only one exception, which is BBG300CS3. It is a limited plan with 512 Kbps (upto) and has a 2 GB limit. It is available only for Assam users and costs Rs. 300 per month. But all other plans seen in BSNL website can be taken anywhere in India. You can also try BSNL Kerala website for any special offers (may be there is some Onam offer). Normally they mostly give offers for mobile users, still no harm in checking. Here is the link

Actually I did n't know about a plan called Home ULD Rural 500.
It gives me a speed of 512kbps upto 6GB and 256kbps beyond 6GB.
When I reached the BSNL Office, they told me about this.
I think this is a plan suited me!
I corrected the application form from Home UL 625 C to ULD 500 Rural.
I think this plan is limited to rural areas only.

Rural plans are subsidised and I think only a limited no. of connections are available per exchange. You can check at your exchange and confirm.
