Any particular reason for opting port change ? Presume you are mentioning about the port change at exchange. For that you need to talk to either JTO or SDE of your exchange. You cannot simply request a port change as it is completely an internal procedure. If you request a port change, you should first convince them that you have a valid reason for that.

Normally we suggest port change in cases where you get frequent disconnection or very low speed. Most low speed are due to data rate set improperly. I am not sure how much it will help in case of not getting promised speed.

Home users, Dynamic IP address is given, when ever you connect /disconnect/and then reconnect again.
The BSNL Gateway may remain same .
