    is bsnl count usage when we download something from motive.bsnl.co.in

    No, but if you are planning to download self care software from motive.bsnl.in, I will say it is a bad idea. BSNL claims that it will help you configure your modem settings without any previous knowledge. I agree that is how it should work. But from those who tried it (you can search " motive.bsnl.in " in the search box above), reports are that it will corrupt your properly working modem settings and you will be looking for a way to get back to internet. Some of them were able to change the values and correct it, but some had to reset and reconfigure it to get back to internet.

    If you are planning to try it, better take a back up of your settings or download / print any guide to configure your modem after reset.

    Download from Motive site not counted in your usage quota.
    Download this guide , before attempting FW upgrade etc.
