can we change the speed of the Broadband download and upload

Yes you can change the speed of download and upload by subscribing to a different plan then you have already subscribed to.

Mind mentioning your requirement ? What do you intend to achieve by this ?

Do you want to limit the download and upload speed for the entire PC or for a PC in network ? Or want to limit the speed for a particular application / download ?

utorrent allows controlling the download and upload speed for a particular torrent or all torrents that are active. Latest version of IDM too have a feature to set the maximum download speed for a particular file in download. If it does not satisfy you, you can use a tool called Netbalancer (has both free and pro versions) and achieve the same.
