I recently applied for a Plan change in BSNL udaan website. I got the LEAD ID after registration.
Couple of days later, I get the lead status as "SA Alotted"
What does this mean?

Check your usage portal for change of plan.
May be Service ACTION allotted.
The LEAD status is still SA Allotted.
When I call 1500, it says that the plan change occurs only from 1st of a month.
(Its the IVR, not the customer care executive)
I've heard that now it is faster and occurs in just 2-3 days. But still no change in my case.

A visit to the exchange may help. Better visit the broadband section in charge in person. Ask them to check the status in their computer and ask when it will be provisioned. Since it has been updated in portal, you need not worry. It just takes usual delay. Also it seems there is some changes going on in the billing system, may be that has something to do with it.
OK.. That means they have received the request?
I am not sure what " SA allotted " means, but if you can see update in portal, it means the plan change has reached NIB Bangalore.
It is not in the BSNL Portal (data.bsnl.in)
It is shown in the "Check lead/request status" in the UDAAN website.

hmm, if not seen in portal, better check with someone at exchange. Nothing to worry if some indication is seen in portal. Udaan site is known to be fast, so expect some good result. But with BSNL, it is always follow up that matters.
Check your usage link is absent/ Not shown.
Is this normal?
Yes, missing for me too. May be under maintenance.
