FaceTime works beautifully. I use it regularly to chat with people in the US, and even in India for 30+ minutes at a time. I'm in Bangy, and have decent bandwidth, but it may also have to do with your plan - a 2Mbps download speed helps. I may be wrong, but all but the cheapest DataOne plans in Bangy are 2Mbps+. On my plan, I get bumped back to 256kbps after quota, so once I faced an issue keeping a facetime call alive. But it may have been some other reason.
Google is Your Friend!! FaceTime does not work on 3G, only over WiFi as the respondent suggested.

I have 2 mbps unlimited BSNL broadband connection, and facetime is still not working, I think the problem might be with access restrictions, because I am not able to login to my apple account from iTunes, and also I cannot open some of the MSN sites, like hotmail, in.msn.com, does any one experienced similar problem?
check MTU value in bsnl modem/router.( mention model/number)
may be now 1492 . Reduce to say 1460 and try.
If your iphone4 is activated locally, I'm sure it works. It doesn't check for your Apple ID, as you've set it up before. Maybe you have to resolve this with your mobile operator, but I've never heard of BSNL blocking access to the sites u mention. Are u blocked in mobile Safari ?

If problem is related to just some sites not opening, you can try the link in post no. 5.
Try MTU values ranging from 1480 and give additions of 10 as 1490, 1500 etc. Please note that this is a trial and error method, but 1480 is reported to solve this problem.
