Mention your modem - model and make. Also try to give your location that someone from your area can confirm if it a common issue affecting all users in this area.

Since when are you facing this problem ? How do you calculate / find the speed ? Are you talking about torrents ? Or downloads from file sharing sites like Rapidshare, Megaupload etc ?

    1. Is this for the same file ? Try another file and check. Also try a download from a different site and check.

    2. Download any file from Microsoft and report the speed here.

    3. Disable firewall / antivirus while downloading and check.

or you can simply complain here and wait for BSNL people to attend the issue

    More on feedback.

You should give some input before expecting feedback. As I see, you have ignored all queries raised

    1. Mention your modem - model and make

    2.

    3.

    ...

Try the methods suggested and give feedback.
