dl speed in KiloBytes/second=(37888/660)=57.41KBps.

64kbps=64kilobits per second.connection speed is always measured in bits not bytes as per standard.1byte=8bits so simply divide your connection speed by 8 to get maximium possible download speed.
you will never get the max possible download speed constantly because of various technical reasons.usually you get ~80-90% of max possible download speed as shown by avg dl speed in torrent/download manager.you are getting usual speeds & also DNS only affects browsing/page opening not download speed or how fast the page loads once it opens.

I know DNS resolves host names. So It affects only when you are opening a new page or navigating to other page. I think I have a pretty stable connection. I live under 1 km from exchange and I have done good wiring myself. I think when you just get used to something, I always start thinking its not sufficient now.

Now I just want BSNL to start 1 mbps UL plan at around 1200 rupees. What do u say guys.
And I think I will stick to ADSL2 instead of G.Dmat or ADSL2+

If I am uploading something, will downloading speed be affected? Or Upload and Download can run simultaneously at rated speeds , in may case Download speed around 60 kb/s and upload around 30 kb/s.
if you upload at your max rated speed it will affect your download speed.when you download something your connection send acknowledgement packets to the server you are downloading from to confirm that packets have reached.unless acknowledgement is received by the server it will not send more data packets.these acknowledgement packets send by PC downloading the data obviously use upload bandwidth.if you are using your entire upload speed to upload then it will leave very little room for acknowledgement packets & therefore your download speed will be affected.for torrents it is recommended that you set your global max upload limit to ~70% of your max upload speed.
all BSNL UL plan with speed more than 512kbps come with FUP meaning once your total data transfer(upload+download)crosses a limit speed will be reduced to 256kbps.only true unlimited bsnl plan is 750 which comes with 512kbps speed with no FUP/limits regarding usage.
Some cable providers give good speeds compared to BSNL. Enquire at your area and see if any such plans are available. BSNL has 4 Mbps and 2 Mbps UL plans below Rs. 1,000, but their speed will go down to 256 Kbps after some GBs. If you not much of a downloader and use net mainly for browsing, go for those plans. Also you can try ULD 1350 which has a decent FUP and gives 512 Kbps post FUP. It is one the most affordable high speed plan below Rs. 1,500.
I have access to another Internet connection. and its probably the first connection of that sub exchange. Attenuation is under or close to 5 there. But speeds are same.
BSNL is asking 9000 rupees for 2 MB/s UL. This is crap. Unfortunately no Cable Internet yet to my place. I hope there will be soon.
Even though sometimes I think what else I m left with to download??????? Already 1 TB+ 320 GB HDDs are close to full with movies and songs.
don't rely too much on these tests.these tests are good for a rough idea about ping times but for download speeds only reliable method is to actually download something using a dl manager from sites like microsoft or a heavily seeded torrent.
