DC++ hub is just like a private sharing network.if they are providing you with connection too then no wonder Rs.150 for unlimited download is possible.understand it in this way.you have a high speed net connection using which you download a lot of stuff in your apartment building.now you can set up a DC++ hub & start a private sharing network using LAN to allow some others in your building to allow them to download stuff from your hard disk which you downloaded from net.in this was you will be sharing your hard disk using LAN & not using net.

Won't that be a security risk ? I think you will be infected in no time even with a good firewall.

not true.as long as firewall setting is set to consider DC++ network as public network there will be no difference in protection.

Even if we share a folder in our hard disk ? Or do they use any other means to share files across network ? It is a good idea if you are in a flat or something.

    from wiki:
DC++ is a free and open-source, peer-to-peer file-sharing client that can be used to connect to the Direct Connect network.

it is different from simply sharing a folder using windows.e.g.you can configure no. of connections, password, time restrictions, resume etc. & of course which folders/files you want to share.
