BSNL got 6/10 according to me. Though it has many faults, it is the only ISP that thinks broadband is a right for all than it is something that should only be in city limits. Reading other ISP sections of this forum will tell you that other ISPs are no saint when it comes to making customer feel robbed.
8/10.
Untill now everything seems to be fine. Speed as advertised. Once in months there is a issue but sorted out soon.
Billing too fine.
I am using Home UL 750. The only problem I face is streaming videos. But that's coz of the low speed plan.
When BSNL works, it is fantastic.
When it is down, you are on your own. The support system does not work professionally. Only the relation with your local linesman helps. Hence keep him happy (if you know what I mean).
But BSNL is doing a great job in reaching the interiors. Private players such as Airtel, Reliance, Tata-Indicom, etc. are unwilling to venture into the rural parts because there is too much investment and too little returns. But hang on ... BSNL is reaching out to these places only because it has the telephone network over there already.
In my opinion, BSNL should open up and allow the use of its "last mile connectivity". This will bring extra revenue by leasing out its lines to others. It will also bring in competition that is healthy. In over 90% of the cases (even in large metros/cities), people do not really have a choice. TRAI should bring out a resolution to implement this.

Hope you know what happened in Haryana. Private players including Airtel, Reliance and Tata used BSNL infrastructure and made large defaults in payments (in Crores). Even after repeated intimations none responded (imagine how all 3 made default at the same time). They want to use BSNL infrastructure for free. That means, they want to use infrastructure built buy tax payer's money, milk them and not even pay the courtesy charges. BSNL blocked STD in and out of these players and as far as I know for at least for 2 weeks none cared to pay.
