You call this "good news" ? I was expecting 1Mbps unlimited for Rs. 750!!

At least all over India would have been fine.

Probably facing severe competition from Airtel and WIFI ISP's
like WI5 in Chennai.
Probably minimum speed for all plans will be increased to 512Kbps for All India users soon.

Ya, unless they feel you have other options, customers will have to live what BSNL thinks is enough. I think Chennai users will benefit more if it had MTNL.

Will the existing UL 750 plan will be changed to UL 750 CS7 automatically....?

Check option in billchn.bsnl.co.in and change ONLINE.
Will try myself, and check upgrade in data.bsnl.in
Doubt they have auto update settings in their computers.

As of now, I don't see doubling of the speed will be done in the existing UL plans.I think we will have to wait for a year or so to get 1 Mbps or more in these UL plans.

these plans for only chennai users only and not for whole india . promotional basis for a period of 90 days offer w.e.f 24.11.11 in Chennai Telephones District but for ULd 750 and uld 900 plan its only a new plan and if it implements for whole india uld keep in mind .
ULD stands for Unlimited with differential speed
Unlimited for constant speed

I think it will better if BSNL upgrade all 2Mbps speed plan to 4Mbps or grater. Bring some new plan with same speed only some differences in NAME and usages capacity don't brings any interest of people. Look at this new plan BBG 500 CS5 it is same like BBG 500 which is currently not available for new registration. But what the difference, same plan with same speed with same monthly charge, only difference in name.
