Default BSNL not gave Me New Connection. what to do ???

I want little help from u guys.
I want new BSNL broadband connection so i visited bsnl exchange they told me to 1st apply for landline connection then internet connection.
and they ask my place and i told then the line inspector told me that in my place bsnl dont have wired so how they gave connection to me.
I told him that my neighbour around 200 meter away from my house colony have bsnl. so why not u gave to me.then they told me that for 200meter they have to dig 200 mtr ground for wiring and it cost much to them.
so i am now in big trouble as i need urgent good upload speed net for study.
and i have no option here except 1. BSNL 3g ( expensive upload speed sux 10KB ) , 2. BSNL BROADBAND ( they refuse to give to me ).
and i am from small town and no other ISP than bsnl only the one option.
can u guys tell me how to slap on bsnl ???
where to complain whom to email or what things i need to do to get connection?? plz details.
is bsnl doing right thing ???
    any policy etc.
    THANKS.
    waiting for reply.

Either it could be a real problem or he is trying to avoid work or has other intentions. It is quite possible that 200 M is a bit too much for BSNL to put a new line as you can also call it 1/5 th of a Kilometer.

You can try explaining your need for net being a student and try to persuade him with giving a connection. Or try talking to someone at the main exchange. It will give better result if you talk to someone important and has authority than trying the first one on desk.

On a curious note, how does upload speed affect your studies ?

You should not deal it that way. You cannot force them to give connection. If you contact say district head, he will make a call to the exchange people and ask what is the issue. Their reply will be your place is too far and currently there is no way to give the connection. In most cases, they will not be forced further. Your best chance is to either convince the line inspector or the head of the main exchange (like taluk) to whom reports. If both fails, go ahead and put numerous mails to all those heads and hope for a good result.

In my opinion, a personal visit to the main exchange will work than email or phone calls. You can find the whole list of who to complain / contact on BSNL site.

Register for a new telephone and BB here.
UDAAN PROJECT -- BSNL ( No need to log in )
    Instructions here:
BSNL Udaan Site : A quick way to change plan and more in just 2 days' time - Tech Forum India

Get a lead number , wait for two or three days.
    give feedback here.

    Option 2:
Confirm yours is a RURAL Exchange.
Confirm whether , it is possible to make an extension telephone line , from a friendly neighbour? ( by BSNL or at your cost with their knowledge )( 200 meters rj11 cable cost about Rs 1000/=)
Then you can register a broadband connection with that number at your cost.
Confirm the houses are scattered with open space area all round.
