Exempted. REFUNDABLE:
Security deposit Advance One months Broadband rent Rs 750/=
Security deposit for telephone calls local/std/ISD etc Rs 500/=
Modem Security deposit if any ( Rs 500/ or Rs 1000/=)

Assuming charges are correct:
So from your total bill amount Rs 2341/= deduct Rs 1250/=
Rs 1091/= taxable 10 % Rs 109/= surcharge .3% approx Rs 3.33 incorrectly billed Rs 101. 84.

Usually BSNL charges One Day's or ( no of Days telephone was used before installing Broadband connection. ( with/ without telephone monthly rent)
so for Dec your BB rental charges could be Rs 217/74.
( Example )Telephone for say 3 days ( Rs 18 billed above )
Rs 180 PM One India plan
and BB for 9 days) (750 divided by 31 and multiplied by 9) 750/31*9 = Rs 217.74.

Appears funny: how 1st Jan 2012 is included in the bill Dec /2011

( Installation charges for Telephone Rs 500 and broadband connection Rs 250/= ( Not to be charged as you use your own modem)

Bill seems to be in order. Talk to A.O(TR about exemption for BB installation charges , If Bsnl staff did not visit your house for BB setting up )

The bill amount turns out to be correct according to BSNL officials. The below is how they gave the breakup

Local Call Charges - 3
Rent from 20/12/2011 to 01/01/2012 -18 (Fixed Monthly charges-Dont have any idea what it is. Think it will remain same even for full month)
Trunk Call Charges - 0
Overseas Calls - 0
Accessory Rentals - 217.74 (BB rental for 9 days)
Miscellaneous Facility Charges - 2000 (750 BB deposit, 500 telephone deposit(???), 500 Instrument charges for telephone and 250 installation fee)
Service Tax - 101.84 (10.3% for 18+3+750+217.74)
Less Adjustment Amount - 500
Net Amount Payable by 31/01/2012 - 1841
Surcharge - 0
Amount Payable after 31/01/2012 - 1841
