Default Link LED constantly blinking on the Modem - No Internet Access

Recently on my Teracom (Type 1 Modem with 4 Ports), I am noticing that Link LED lights constantly blinks during which time I am unable to access the internet. I went to the BSNL Exchange they took a small wire, dialled my telephone number and fixed some wires on a kind of a huge board and told me to check and it worked fine but after a few hours the trouble has started again. Sometimes it works and sometime the LED is blinking constantly. I have connected my modem to the power point of Inverter so that it is always on (my Television and DTH is also connected to the same point through a Multi-Plug). Is this because of this or due to some other reason.

Switch off TV and test. ( Radio frequency Interference ?)
Check SNR/ATTN in modem with TV ON and TV OFF.

How far your computer/modem positioned from DTH Settop box/TV.

I have connected my modem to the power point of Inverter so that it is always on (my Television and DTH is also connected to the same point through a Multi-Plug).

You can try the following options:
Asked the Exchange to change your port.(same thing happens to specially when the weather is bad, so i asked them to change my port).
    or

Dont use a multi plug, make sure that your modem power cord is fitted firmly.
and use the exact length of cables supplied to you. if u use other cables purchased in the market it may be the cause of it.

I believe that this is happening after I connect a Wireless Router (ASUS Model) to the Modem. Initially it works fine but after I shutdown / hibernate the laptop and open it again, the LED starts blinking and I cannot access the internet, then again I have to disconnect the router and power on the modem again and in that case also sometimes it blinks constantly and stops but at times it blinks and becomes steady.
BY THE WAY WHAT IS CHANGING YOUR PORT AND HAS THIS TO BE DONE AT THE EXCHANGE SIDE? I did not know that even weather can effect internet settings as here in New Delhi - NCR the post winter mild raining has started. If there is a problem in the Modem will the BSNL people replace it? (it is on rent from their side actually).

i dont really know what changing your port really means... but giving a call to the xchange and asking them to change my port solves my problem wit led blinking constantly specially when i weather is bad. i learnt it in a site( i dont remember the site). and yes bad weather effects internet connection. moisture or rain in the air will increase the capacitance of the line. and increase in the lost of frequencies, rest is all science dont ask. i dont know

If your modem is within the warranty period - yes they will change your modem.

I am having a BSNL 750 UL Plan. I Complained this to the BSNL people and they have got the problem solved, told me that there was some carbon and noise in my line which they have cleaned and now it is working fine till now.

According to your plan your speeds are fine.. your occasional disconnection could be ""COULD BE"" (am not sure tho) low SNR Margin range. but if they have fixed your line.. check your SNR again..it must have increased bye, happy surfing.

After, so much of research at last it was found that the splitter was a faulty one. The splitter was cut and the connection was directly given from the telephone cable to the modem cable (without using the splitter) and the SNR increased from 30.0 db and 17.0 db, so sometimes the splitter even can be a problem. At other times I personally go and check the connection box from where the BSNL people have taken the connection from the connection box and clean it up so that there are no carbon deposits (sometimes it also helps increasing your SNR).
