There are two plans available in bsnl website
"http://www.bsnl.co.in/service/new_BB/BB_home_only_unlim.htm" in that BB Home ULD 750, BB Home Combo ULD 750 are same but only difference is no telephone rental & no free calls in BB Home Combo ULD 750 plan.currently i am in no telephone rental & no free calls Unlimted 750 rupees plan. This plan is not automatically converted to this new BB Home Combo ULD 750 plan.when asked customer care they said they giving 1 mbps speed for this plan only in BB Home ULD 750.when asked regarding in customer care, they are saying they have no information like that.what a customer service?.updated one tariff in website and saying different in customer care.
my speeds are old speed only

i think bsnk will charge you Rs. 0.20/- per MB; Rs. 0.10/- per MB thereafter(default- written on their page)
speed will be same(wont decrease) but money will will taxed a lot faster:P

The speed shown could be for old plan/s 256 Kbps or 512 Kbps. U/L H24
some U/lplans now min speed 1 Mbps/FUP/ then lower speed.
    Mention your tariff plan.
Check in http://selfcare.sdc.bsnl.co.in ( register with own ID PW by email by BSNL )

Of the plan UL 750, series of IP 59 speed is not upgraded to 1Mbps yet because The speed is upgraded for the ULD plan not for the UL paln, that is why only users of ULD plan getting upgraded speed, even the users of 117 series of IP, having UL 750 are not getting 1Mbps download speed.

ULD stands for Unlimited with differential speed.

That is why I asked essbebe that if you are in UL 750 and in 117 series of IP with no FUP then are you getting the 1Mbps speed ?

That depends upon which server u r downloading from, what i do is get the download links from filehosting servers like RS, FS, HF etc etc and Transload them to a free temp server which has an inbuilt premium account then download it to my PC.
Example: DownToolZ - Free Download and Upload Tool this server has a speed of 500+mb/ps and has many features like rar/unrar, rename ,reupload, make thumbnails of video to check and more which u can use without downloading the file to ur PC. There r hundreds of servers like this on the internet.
So if i download directly from the filehosting server then i get speed somewhere around 140KB/ps
and if i transload it and then download it, i get 440KB/ps to 465KB/ps
In torrents my Dload speed is 350KB/ps if there r many seeders.

For getting 1Mbps upto 6Gb then you need to change plan to ULD, but after 6Gb you will get 512Kbps again, In my opinion it's not worthy if you are a heavy downloader.
