Default BSNL 4mbps plan but getting only 1mbps

I changed my plan from 750 uld to 2150 4mbps recently. The speed however did not change. Many calls and visits to the bsnl office hasnt helped. The change has been activated according to the folk at local telephone exchange. I asked them to increase my speed cap (after going through many posts here). They said they have done that and port alloted is 4mbps. It shows a downrate of 3999kbps but the speed never exceeds 1.5mbps.

The direct download speed hovers around 135kbps.

Here is a screenshot of the dsl statistics.

    Is it my modem settings?

    Is it bsnl?

Wonder what the problem is. Thank you

    I think you are on NIB-1. i.e 59.*.*.* range

more than 2mbps speeds are possible in 117.*.*.* range

    confirm your ip

if your ip is 117.*.*.* then talk with AE or JTO, if already contacted

    then talk with Nodal Officer

You can find your Nodal officer Number is above link

If you are on a 4 Mbps plan contact JTO ( BB section ) to change Port.
If no proper response make Online complaint with speed link.

    Wow, Thanks a lot.

    Modem - UTstar UT300R2U. (DNA-A201BEI)

    Plan- 2150 bbg combo 4mbps (upto 175gb)

The local office technician says i have already been alloted the port. I talked to SDE; didn't help.

Filed an online compliaint and recieved a call within hours; but they too did not fix the problem.

Used tcp optimizer did not observe any change.

    Speed test

However I noticed a weird peak while using IDM. I get dl speeds of ~230kbps for 2 seconds and it drops back to 120kbps usually at the start of the dl; am i really getting that speed or is it a calculation error & rectification?

I'm in Hyderabad, I was previously on the BB Combo 3300 plan which had a speed of 2mbps with FUP of 150GB and heard that from February 1st 2012 the revised plans would come into effect. Subsequently I switched over to the BBG Combo 2150 Plan . . . imagining that for once the guys over at BSNL would implement the revised rates (BBG Combo 2150 4mbps FUP 175GB then 256kpbs) on time but Nooooo lol, after many visits to Telephone Bhavan I finally got a call from them saying they knew about the revised rates but it would take them more time to implement the plans . . . Don't hold your breath guys!

Appears most ports in Exchanges are for maximum (default ) 2 Mbps speed only.
May take time to get new equipment.
( Details of DSLAM side in Exchange not known ).

Thanks a lot everyone, esp essbebe.
My IP has been changed from 59.Xx.XX. XX to 117.xx.x.x and getting good speeds now. ~3.5mbps in speedtests and a constant 450kbps while using IDM( direct dls).

For users with the same problem, complain wherever possible. Time taken by bsnl to fix the issue - 14 days.
    Thanks again.
