which operating system have you got and have you tried checking the cpu load ? how much is it normally and if you could also give your PC's config.
There might be some spyware as well which could be using up some bandwidth and which browser did you use when you checked your speed and did you turn your internet security off when you checked your speed?

You are going to format your c drive. That is a drastic step. Do that only if you have all the back ups and CDs of all the installed software along with the serial numbers with you. Just run your virus scanner and check to see if any spy ware is running.

There is no need to format your C drive.
Try using a different browser may be firefox or opera. I have never heard of this flock thing..
Have you tried running ad-aware to get rid of any spyware you may have?you can download the free version from here Ad-Aware @ Lavasoft - The Original Anti-Spyware Company - Lavasoft

Has it always been the same or were you getting better speeds earlier?

give it a few tries. Dr dan elwels speed test is considered to be the best and is officially accepted by almost all isp's in Europe and North america as a proof when a customer makes a complaint.

Hope your internet security is not blocking it..

these fluctuations are normally the result of bad contention ratio and there is hardly anything you can do about it except for hoping that others sharing the port would take it easy on downloading and free some bandwidth for you.
In my opinion there is nothing much you can do, may be try customer service and tell them your speed is too low and they will probably refresh your modem from their end and hopefully check if someone in your area is abusing his/her connection and do something about it..

admin i wish to ask u if we are to enable ip qos percentage higher < default 40 60 now 10 90 > will it increse the bandwith for us ? i tried it and speeds on my 900 plan has gone upto 1.22 mbps at times . but average still lies around 320 kbps .

I dont think that would increase speeds by a noticeable margin.. All it would do in my opinion is give you better performance when it comes to packet loss as most servers are located in USA which is across the globe and packet loss enroute can be very high at times.. But this only applies to burst packet loss and when you download a large file you would hardly notice any difference.
The moral of the story is : leave it at default

forgot to mention that default level sends all the traffic as low priority.. If I was you I would leave it at 50 50
