You can safely download, but don't upload any movies.

Yes they can. But I have never heard someone sacked for "downloading" its always "uploading".

They do. In United States, it is illegal to download copyrighted content through torrents. If you google you can find a decent number of arrests in US for torrenting.

There is no law against sharing files in us or in any other country.
They will take action on main uploaders, when they receive complaint
If they start arrests on downloaders half of the americans go to jail
