To check you need to be in BSNL IP. I think your question is other way around.

Both 59 & 117 are BSNL IP ranges - but why do you want to switch your range from 117 to 59. As per my discussion with my AE (BSNL Area Engineer) - he said BSNL is upgrading their networks and all existing 59 networks will be converted to 117 network.

I was using 59 series BSNL 750 combo plan - when I shifted to a new place and when I requested for account transferred - apparently the network changed and above was the answer given by the AE when enquired.

59 IP is given for old P2 network whereas 117 IP is given for new P3 or multiplay network.P3 has various advantages over P2 like it supports varible speed plans, multiplay convergent services, etc.Nowadays all activations are in P3, so it is unlikely that you can backtrack to p2 network form p3.
Regarding access to selfcare portal, many users face such issue. One trick which many have found useful is clicking on the Forgot Password link. There you have to enter your Customer ID/Unique ID and Email address. You will get a system generated password in mail.Login using that.
    Hope that helps !
