I suggest you write a written complaint to the local exchange customer service or accounts department.. or .... If I was you I would meet the person in charge personally and have a quick chat and get the complaint signed as received.
Keep a copy of the application you sent for the change of plan and save any e-mails you received saying your plan has been changed.

If things dont work out in a couple of days I suggest you go to a consumer forum and register your complaint before BSNL starts their recovery suit against you.

I am sure your problem will get sorted out if you have the slightest proof which says your plan was changed on so and so date.

Forgot to mention.. If you don't have a copy of application you made on the 4th of October just go to their office and ask them to give you a copy of that application it will help you in the consumer forum if the matter doesn't get resolved between you and bsnl.

as i have said that i confomed by asking from there help line no 1500 & i have no any e-mails or any other this type information received saying "your plan has been changed"

is any possibility of that they keep record of calls made to their help line keep record of conversession ? because i confermed only by that 1500 no.
& other thing is that when i check my a/c at 10.240.43.216 that also shows me night free

You should not have assumed things with ISPs, especially with government owned entity like BSNL, which they say that they are always right and the customers are always wrong. I would have played it safe and waited for that whole month and then would have started after getting confirmation. I have had an issue with modem with BSNL, I had initially opted for rental option in BSNL Dataone but later thought that it was of no use, reverted and gave a request of buying that modem myself. But I received the rental charges as well as the modem charges. So, I went to their office and met the accounts officer and his assistant, his assistant was very adamant that he cannot reverse the rental charges but the AO was a very cool guy and very down to earth and i went and asked him about and he without any questions waived off all the additional charges for me. It all depends on the person you meet.

So i would suggest you to visit your AO and explain your situation, you will be waived off the amount. But definitely don't pay the amount billed.
