Default Am I getting the promised speed?

Hi guys. I'm subscribed to BSNL's BB Home ULD 950 plan, which promises 4 Mbps speed upto 8 GB and 512 Kbps beyond. I didn't notice my speeds until yesterday. Here's my result from Speedtest:

    and from Mybroadbandspeed:

Is this the speed I'm supposed to get? I contacted the DE of my exchange and he said he'll look into it, but I didn't notice any changes in speed. Please help, thank you.

So, the BSNL guys called me today and said that they've fixed the line. My speed now is:

Still... Is it the right speed for Home ULD 950?

BSNL is usually very slow during peak hours. During the night you may get promised speed but its not worth staying up all night compromising health.

I use BSNL coz I dont have the money to pay for a Airtel BB conection.
