    well as far as my experiences goes , we will only get solution from court that too when we file this in group at national consumer forum .
    but make the request , form the petition . let's see what happens ..

    I will send them all a registered letter each and a phone call and possibly a fax if the fax machine I have at home still works. I havent used it in years.

    Then just log in to selfcare and see whether downloads between 2am - 8 am are counted. (You will find that in unbilled usage section)

    In my case, selfcare already shows, that downloads in that time range is counted

    @HareKrishna My case is different, my broadband was out of order from 10th June to 4th of July. So could not download much in July. Now on the 8th came to know about this shocking news.

    30 GB by now ! current billed amount 5500 !
    i do not know what .. if they are going to send bills running in lacks , i will go consumer forum ! for readdress .

I request you all to share the link to this thread on Facebook so atleast your own friend circle would know and they can share to let their friends know so we can by this evening cover a few lakh people if some people join hands.

    This was a bad move by BSNL and to make it worst not notifying BSNL users is terrible. Bad news for night time down loaders, I know a lot of friends who will be disappointed.

    I talked to Area Manager's P.S. and D.E. (internal) and they said that I need to send letter/ email to AOTR/ DE (Intl.) and it will be forwarded to billing section for consideration. As per I felt, they are going to ignore charges of night downloads till 7th July ... they know their fault

    Worse part is not download charges ... worse part is BSNL going down and it is being sabotaged. As Admin said "Lets get together and voice our conscerns to BSNL and the new government" ... let us all BSNL users who were using night unlimited plans and even who were in UL ... let's get together and send joint petition to BSNL and also to DOT, India. I am even ready to go physically along with you to BSNL head office in Kolkata to submit our petition signed by all members. I will visit Delhi soon for my work so ready to meet DOT - secretary or even minister of telecom for this matter if our members of Delhi wants to do the same

    Problem is not that BSNL closing just a plan ... but it is a plan of closing down or severely weakening BSNL ... to finish it's loyal user base. But, there are many places in India, where BSNL is best option ... like mine. So let us try to get together and show that we can request/ force BSNL/ DOT to rollback such drastic step without even informing or bothering to inform it's loyal customers of many years!! Can we fight this battle of David & Goliath and win? I am urging all respected BSNL users in this forum to unite

    Admin, please draft a petition and send us all. We will sign digitally and then you can forward to BSNL H.O. and DOT, TRAI, ... all who can change such decision.     Its the 10th of July and I haven't heard or received any information regarding the withdrawal of the Night Unlimited plan from BSNL yet. I belong to the Selfcare East portal and I have checked my Broadband usage on the portal. It does charge me between 2 AM and 8 AM from the 1st of July. My plan has been Home 500 (Night Unlimited) for the past 4 years. Never changed it so whoever was saying that change in plans will not affect old customers - Am I an exception? It has already been brought to effect so I don't think there's any other choice but to apply for a new plan. However, the major concern right now is the downloaded data between 2-8 AM from 1st to 7th of July which in my case is around 18GB. That amounts to something like Rs.2700 (@0.15/MB).

    Petition and all will take weeks and months to take effect. I suggest rounding up friends and similar customers who are facing the same problems from around your locality and talk to the BSNL Executive of your local exchange. If this is brought into effect throughout India where people have suffered at the hands of BSNL, they might feel the pressure to take a decision.

    i do not know how you confirmed , but i have confirmed by going to exchange and by checking the outstanding amount and new bill generated by them for me .
    either there is technical gltich at your site or at my site or bsnl has yet to implement this at every region .

    BSNL has withdrawn one plan and introduce another plan.. That's all... Old customers with old plans will not be affected...! Rest will be cleared at the end of JULY... I hope so...! ....

But You can fight for your rights...! I will suggest to go thru some truths.. And if this problem is true.. Everyone should fight for it..!

    I have spoken to a lot of people and no body seems to know what the current situatiin is. Infact I was on the ohone with a Bsnl emoloyee and he has no clue but promised to update me on this tomorow.

    Yes It is confirmed that BSNL is out of it's mind...! The Night usage data will be charged as 15p/MB. I carefully analyze the bill of June online.. And I have got this...! OK... Now what about those people who will get paper bill later on this month..! This is not the right way to inform the people...!
    I have already downloaded 20 GB ... It means my bill will be approx Rs.3000 more than normal...! I will not pay that amount...! And will discontinue using BSNL BB. GoodBye BSNL BB!

    I think ... BSNL is gonna charge for night hours after we cross our monthly quota...

    In that case... DONT cross the monthly quota and you will get night unlimited thru out the month... But when you cross the monthly data limit... You will be charged 30p/MB in day and 15p/MB at night hours.

    In other case... If the above explanation is wrong... Then just think... What will happen...! On the 1st day of the month... We will have to wait for the 8AM to grab our monthly free quota... You wake up at 6 and will start your work after 8. WoW.. Just imagine... It will not be right in any case! We will even avoid night usage 2 to 8 AM throughout the month...( specially when we are having our free monthly data in the daytime). Then what will be it means CNT (Concessional Night Tarrif). CNT name itself will be useless.. If we can use the internet at day time using our free data limit... Then what is the use of CNT if it will charge us from the very first day of the month...! If we will be charged at nights along with our free monthly quota.. Then these BB plans will be the worst managed by any ISP. This will be really a failure management of any system...! So think about it...

    But one more case is that the free monthly usage will be counted even at nights...! Then above all the cases got rejected. And until we use our monthly quota... There will not be any difference between day and night usage. ...we will get the benefit (or Loss) of night usage after the monthly data limit exceeds. (EDIT: This is the True case)

    At this time.. I have used 20 GB of night data... And my Monthly day time data remains 300 MB. My outstanding bill amount is still under control.

    Just do some more investigation about it... And save your daytime data traffic... It may save you in Nights..! But if they count the monthly free data at nights... Then BSNL BB is really hopeless and disappointing...

    On internet I have been reading this rumours of BSNL Stopping The Night Unlimited Plans:

    I am from Chennai and on BSNL plan BB - BBG FN Combo 500 CS18 which is only applicable to Chennai Circle users. http://www.chennai.bsnl.co.in/News/BBG500CS18.htm Even though BSNL Chennai is part of BSNL only still there is some difference in plans between BSNL & BSNL Chennai.

    So today morning I opened the ebill which was received by me on 4 July by email and read it carefully. The following points I am copy pasting as it is from the Bill. These are mentioned at different locations in the Bill :

    INFORMATION TO CUSTOMER
    I) For Fault Repair, Dial: 198
    Call Center Toll free numbers 1500 for Land Line and 1504 for Broad Band - Accessible from any BSNL telephone.
    Call Center Toll free numbers 18003451500 for Land Line and 18003451504 for Broad Band - Accessible from any Telephone.
    Further Details of Customer grievance redressal mechanism is available at our website www.bsnl.co.in
    II) Telephone Bills can be paid by Cash / Cheque / DD at the following centers.
    (a) All Online Cash Counters and Customer Service Centres & CTOs/DTOs of BSNL.
    (b) All Head Post Offices and designated Sub / Branch Post Offices up to payment due date.
    (c) Payment can also be made through ECS and through BSNL Portal www.bsnl.co.in
    (d) In some SSAs, additional channels of making bill payment are available. Please contact local BSNL office for further details.
    III) Cheque / DD May be drawn in favour of AO (Cash), BSNL, Chennai Telephones for making payment at BSNL Bill Collection Centres.

    I agree with the remarks. This was the only benefit for holding the service of broadband with BSNL. Earlier also they have withdrawn phone calls with other services except BSNL which were being covered in free calls. With this we are forced to choose alternative plans with other service providers. This will affect the company to withstand the competition. It will be in the interest of the company to restore what has been offered at the connection.

    Down below I'm posting the part that appears on my e-bill from the EDC portal (Corresponding Point number V) Its very different from the Chennai BSNL generated e-bill.

    V) (a) No Migration fee is chargeable for migration to any tariff plan.
    (b) No increase is permissible in any item of tariff for a period of SIX months from the date of enrolment of a subscriber under a tariff plan.
    (c) No charge to be levied for any service without explicit consent of the consumer.
    (d) Refund of Security Deposit for providing telephone service to be made, within 60 days of closure of telephone connection, Otherwise eligible for interest @ 10% Per
    Annum.

    Talked to the Senior Accounts Officer of my BSNL Telecom Circle today who sympathized with our plight and told me that I wasn't the ONLY one who has complained about the abrupt change in plan and the chargeable data between 2-8AM. He also told me that he too was dissatisfied with the sudden changes and has written a stern letter to the head office asking for an explanation and how to handle the problem concerning the customers who still haven't received the news (My Local Telephone Exchange HAD NO IDEA about the change in plans until 11th of July i.e today. I INFORMED THEM LOL). He said he is awaiting a response from the concerning authority and frankly it is too early for a response. He advised me to immediately switch over to an alternate plan and NOT wait for a positive feedback from the BSNL officials. In all probability "ONE HAS TO PAY THE AMOUNT NO MATTER HOW RIDICULOUS IT IS, THAT APPEARS IN YOUR BILL NEXT MONTH INCLUDING CHARGEABLE DATA BETWEEN 2 - 8 AM. There is no getting out of it. You are free to petition and go to consumer courts and all but according to him that would take a lot of time and BSNL wouldn't provide you with that opportunity before it disconnects your broadband and then freezing your security deposit. Unless a major portion of the customer move to courts, the BSNL officials will keep overlooking the customer problem! He also advised me to switch over to a private broadband connection saying that the future of BSNL broadband looks bleak and further slash in data usage and hike in tariff among existing customers is highly probable.

    So, its time to take a step and fight back and not let these people get away with whatever they feel like doing. I called up the customer care people and they were exceptionally rude and said the news has already appeared in all major newspapers but wouldn't tell me which newspaper and when (before or after July 1st). If possible kindly everyone take a little time out and search for the bsnl announcement if it appears in any newspapers between last week of June and first week of July.

    That is not good news then. I hope BSNL reverses this decision soon or comes out with a statement of some sorts.

    Andy,

    I wont suggest switching plan just yet. Just dont use data but stick with the plan. Just in case this is only changed for new users and old customers are allowed to keep the plan then you wont be able to get the plan back again.

    Exactly my concern! I won't be switching plans, atleast not until the last week of the this month. I hope by that time we will have more information regarding this problem. However, its my personal opinion that Home 500 (Night Unlimited) Plan has been scraped off for good and its not coming back anymore - not for the old customers too!

    just wait and watch , then we all can move to consumer court together .
    that being said , bsnl cannot change plans without consumer's consent ,
    that's trai guideline , and and it has to provide atleast for 6 months for those whose plan was recently changed .
    it's violation of trai guidelines .
    we all can start registering complains at pgportal . that's the only easiest option we have right now .
    as for changing plan i do not know which new paper they have published in , never saw such news .
    if they are implementing from 1st july one should be told atleast 7 days before hand so that one might change their plan or get the internet disconnected .

    buddy did you write letters to big officials of bsnl ?
    and have sent the fax ? and email ? did you get any positive replies from their side ?

    same here buddy , i have done the same . and they said you will need to pay the price of 5500 for sticking with bsnl this long .
    i am not going to pay any single dime , as soon as i will receive the bill i will move to district consumer forum .


    The only way out of this mess is forming a group , informing the ministry , trai tribunal, and moving to national consumer forum at delhi , asking for heavy compensation. as long as we are not able to use the service we are not supposed to pay. yes it will take an year or years . depending on case and lawyer .

    bsnl will size approximately rs4000+ , deposited as security deposit.

    according another trai regulation , post paid customers should be given a credit limit which should be less than total security deposit , since bsnl has violated this order too . god know how many orders they intend to violate, by implementing this new policy and rule .

    i am already working on draft , which will filed at local consumer forum , because of deficiency in service . (suffered from noisy line , frequent disconnection , they made me by a new modem and high ping , only 1% of packet loss is admissible by trai rules , here packet loss is on average of 10%).


    we should inform our friends and other known people and should from a group/team as soon as possible .

    i am even getting my consumer forum draft ready . i will happily pay rs200 at consumer forum than paying rs5500 to bsnl .

    Hello Guys..

    Been a regular here, but never went ahead with the registration. Saw this thread today and read some good replies.
    Thought i need to participate from now on.

    I am not on the NU plan of BSNL, so i am not really affected with the change of plan/service. BUT, the time is ripe for a good and meaningful discussion which should create waves in the correct manner and end the whole sorry scene vis a vis broadband service in India.

    So pls do tell me, is this thread fine for planning/discussing ways to wake the BSNL up, or a separate thread is in place which has more attention?
    BSNL is a state owned company, and IF good plans come up on its line.. I am pretty sure the private operators will get their act together as well. So BSNL in a way holds the key.

    That is Indian rupees 1825 per month for 8Mbps pure unlimited connection. Bsnl should be dissolved and PTCL be made in charge of BSNL to run the business of broadband here. What a shame what a shame.
